What is The Patriot Act?
The Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA PATRIOT Act or Patriot Act). The Act was introduced less than a week after the September 11, 2001 attacks and passed with little debate or opposition. The Patriot Act expanded surveillance for law enforcement.
The USA PATRIOT Act introduced sweeping changes to U.S. law, including amendments to twelve major federal laws setting limits on law enforcement investigations:
Wiretap Statute (Title III)
Many provisions of the Patriot Act expand law enforcement authority to conduct investigations, expand the permitted scope of those investigations, and remove privacy protections previously written into federal law.

Expanding Subpoenas for Electronic Information: Under federal law, agencies can require internet service providers to disclose information about their customers without a warrant. The Patriot Act expanded the amount of information that agencies can obtain through subpoenas. (Section 210)

Microsoft admits Patriot Act can access EU-based cloud data (2011)
Microsoft's U.K. head admitted today that no cloud data is safe from the Patriot Act, and the company can be forced to hand EU-stored data over to U.S. authorities.
Any data which is housed, stored or processed by a company, which is a U.S. based company or is wholly owned by a U.S. parent company, is vulnerable to interception and inspection by U.S. authorities. (source)
The calls come after Microsoft admitted it may be forced to hand over European customers' data on its Cloud service to US authorities and may also be compelled by the Patriot Act to keep details of any such data transfer secret.
Microsoft is hardly alone in this regard. As a US company, Amazon Web Services (AWS) is subject to the US Patriot Act and the data it manages may be accessed by the US government regardless of where it is stored around the world.(source)

The CLOUD Act primarily amends the Stored Communications Act (SCA) of 1986 to allow federal law enforcement to compel U.S.-based technology companies via warrant or subpoena to provide requested data stored on servers regardless of whether the data are stored in the U.S. or on foreign soil.[1]
The Act permits our foreign partners that have robust protections for privacy and civil liberties to enter into executive agreements with the United States to use their own legal authorities to access electronic evidence in order to fight serious crime and terrorism. The CLOUD Act thus represents a new paradigm: an efficient, privacy-protective approach to public safety by enhancing effective access to electronic data under existing legal authorities.
